PCU operates under the religious institution exemption in Section 1005.06(1)(f), Florida Statutes. Each year an officer of the institution verifies the following five statements by sworn affidavit, on CIE Form 113, to the Florida Commission for Independent Education.
- 1Institutional name. The name of the institution includes a religious modifier. Paragon Christian University.
- 2Religious vocational purpose. The institution offers only programs preparing students for religious vocations as ministers, professionals, or laypersons in ministry, counseling, theology, education, administration, music, fine arts, media communications, or social work.
- 3Degree titles. Each degree title includes a religious modifier, placed on the title line, on the transcript, and wherever the degree title appears in official documents or publications.
- 4Program duration. The duration of all degree programs is consistent with Commission standards under Rule 6E-2.004(4), F.A.C.
- 5Consumer practices. Institutional consumer practices are consistent with Section 1005.04, Florida Statutes, including written disclosure to every prospective student — covering purpose, programs, licensure status, fees, refund policy, and credit transferability — at least one week before enrollment or the collection of any tuition.
Religious institutions meeting these requirements are not under the jurisdiction or purview of the Commission for Independent Education and are not required to obtain state licensure.
Counseling, mental health ministry, chaplaincy, pastoral care, and social work ministry programs are religious programs preparing students for ministry within churches and faith-based organizations. They are not clinical training and do not lead to state licensure or certification. Graduates may not represent themselves as licensed counselors, therapists, psychologists, social workers, or clinical providers, and may not diagnose or treat. PCU does not provide Clinical Pastoral Education; chaplaincy degrees do not alone satisfy board certification or federal endorsement requirements.
